Rachel A. Luckey was born and raised in Cincinnati, Ohio. She graduated with a Bachelor’s in Human Resources Management from Xavier University, Cincinnati, Ohio and a joint Master’s degree in Public Administration from the College of Charleston, Charleston, South Carolina and the University of South Carolina, Columbia, South Carolina.
With a genuine heart for God and love for his people, Rachel Luckey founded several Faith-based community programs like, Life by Design Ministries, Tri-State community Action Agency and her signature program Designing Women, with a mission to empower women to excel to the next level in their lives in the pursuit of excellence by providing educational opportunities for women to become strengthen SPIRITUALLY, PERSONALLY, FINANCIALLY AND PROFESSIONALLY
Having a sincere desire to serve in the community it is no surprise that she is the Vice President and Chief Human Resources Officer for Cincinnati-Hamilton County Community Action Agency, where she provides strategic human resources oversight to the agency. As a certified master trainer for Development Dimension International (DDI) and certified train –the-trainer, she facilitates and hosts motivational and inspiration organization and professional development seminars, workshops to organizations all over the US.
Rachel currently resides in Cincinnati, Ohio with her wonderful and hard-working husband of thirty-seven years, Angelo M. Luckey, Sr. and grandson, Kamonta Duberry. She is the proud mom of her three children, Cassandra (Quincy Cardell) Luckey-Sutton, Angelo M. Luckey, Jr. (deceased) and Nicole Lynette Luckey. However, her proudest moments are the birth of her six grandchildren, Kamonta K. Duberry, Kamiah Renee and Angel Brenae Luckey (Angelo, Jr.) and Quincy Cardell II, Rachel Caroline and Elva Queenslie Sutton (Cassandra & Quincy).
